I have a sick pet, I get a notification that they are sick and should be taken to the vet, yet in all the options I have no option to take to vet, and it appears you can't form a group to take a pet. I used to have this option when I clicked on a pet but it seems to be gone now. I recently installed Island Living, Seasons and Dine Out but can't imagine that's the cause. Any ideas?
Weird. You are sure you can't just bring him with you? Not even to a park or something? If you can bring him to a park, take him to the one close to the vet, so you can travel in-game without using the map.
@KatMagic1985 Are you on PC/Mac or console?
As suggested by @o-BialyLis-o you can travel to the vet clinic first. Then click the icon on the pet to call them over. The pet should appear in the area then you can go check them in at the vet.
Which brings up another thought. Are you using the Vet Clinic that came with Brindleton Bay or a custom lot? If something is missing from the lot the game may not be able to recognize it as a valid Vet clinic.
If all the above is in order (and you are not on console) there might by a mod or cc that is interfering.
Try removing (not disabling) mods / cc and delete the localthumbcache.package and any other cache files.
Test the game to see if the issues are still there.

Had a similar problem. I took a sick stray pet I found to the vet, ended up getting stuck on the Vet lot. Couldn't leave, couldn't fix the pet. Nothing. Had to abort the game.

You said the pet was a stray and not part of your household is that correct?
Unless the dog/cat is part of your household you cannot take it to be fixed or treated for illness. In the case of illness you can buy the wellness treats (at vet clinic) and give them to strays.
Not sure why you got stuck and could not leave. Was some sort of event that kept you from traveling?
