I tried changing the Video Camera file, but it didn't work

I want slower transitions between camera states (I mean when pressing a number between 5 and 9), so I tried changing the Video Camera file, and saved it, but it didn't apply to my game. I tried removing my mods and repairing my game but had no success. I also tried changing the Video Recording file and that did work. I'm sorry if this is not the right place to ask this.
