If you have a Sim set the table chances are much higher that your sims will choose to sit there.

@jpkarlsen How do you have a Sim set the table? There doesn’t appear to be an option for this, is that something that comes with a pack?

Ya, I don't seem to be able to find any way to do that either.

@redxlaser15 and @ChapelParalysis I think you need the Parenthood pack in order to see the "set the table" option. It comes with the new behaviors and values system as an option to develop good manners.
As for the original question, I don't think there is a sure-fire way to make sims eat where you want them to (among other things). But, I think it helps to drag meals to the table before directing them to grab a serving. More often than not, they'll pick it up and actually sit at the table to eat. Make sure you put the meal towards the center of the table, though.

If I have a dining table and a counter with barstools, my sim will usually sit at the table and rarely sit on the barstool. Never anywhere else unless her spouse is at home. If her spouse is on the sofa watching TV, she'll take her food and sit on the sofa with her spouse... which I think is rather sweet.
