Not able to pay my household’s bills

Hey everyone! Recently I’ve been playing in my main household and a few sims days ago they got the notification to pay their bills, yet when I click on the option to pay it, they do the action but no money comes out of the account, nor do the lights or water turn back on. It’s actually weirder because my bills are in the positive, but even when I do the action nothing happens. It’s annoying because I basically can’t fulfill their needs, they’re all dirty and hungry now with nothing I can do. 

I’ve tried paying through the phone, the mailbox and the computer when I had power, I’ve left the household and tried to pay them somewhere else, moved out of the house entirely, even tried some cheats to see if that would fix it. I removed all of my mods, repaired my game and even tried to recover an old save to see if it would work but to no avail. Has this happened to anyone else? Or are there any other options I haven’t tried?
