NPCs not spawning/disappearing+other issues

How often does the bug occur? 95% approximately
What is your current game version number? Unsure but game was purchased February this year and all updates are current.
What expansions, game packs, and stuff packs do you have installed? Seasons, Holidays, Cats and Dogs
Steps: How can we find the bug ourselves? Unsure
What happens when the bug occurs? Travel to bars the bar tender is often not there, other NPC sims also missing or they turn up and disappear within seconds, vendors not at stalls (or again they'll be there and then disappear almost immediately), travel to vets and there are either no Vets present or a vet is on site and again just disappears, invite sims over they either don't show up or they show up and disappear, invite NPC sims to travel and again they either don't show or they're their one second and disappeared the next. Sims are also not cleaning up properly, they either get stuck part way through cleaning up and end up just putting dishes in weird spots, or they won't respond at all to a clean up command.
What do you expect to see? NPC sims spawning as usual, vendors and other NPCs to be where they're supposed to be, NPC Sims who are invited to lot and/or to travel to show up, or show up and not just disappear, plus Sims to be able to clean up normally.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes. I've removed all mods and the issue has still occurred. I went back through and re-added one mod at a time, and the issue still occurred. I also turned 'allow script mods' off in game, and the issue still occurred. I have used cheat codes to add the Grim Reaper to my household, but he's been in the house for several months now and issues never occurred until the most recent origin update. I've also tried repairing the game, moving Sims out of the playable household to reduce numbers, and clearing the origin cache. The game is still playable, it's just annoying not having non household Sims to interact with or things like Vets and cleaning up not usable either.
Did this issue appear after a specific patch or change you made to your system? Started occurring after most recent origin update.
