My sim goes through the motion of paying the bills, but the money never detracts and the power does not come back on. I've tried all adults in the house and have attempted to pay from the mailbox, phone, and computer from off the lot.
If you use mods/cc,try moving the whole mods folder to another place, delete the localthumbcache.package and then test to see if the issue remains without mods/cc there.
Unfortunately did not fix the issue :/

Unfortunately not. I think I figured out what happened. Somehow the bills got assigned to my toddler? I'm thinking this because I got an alert saying my toddler had not paid their bills for long enough and the repo man came and reposed some things.

Are you able to pay the bills now? If not, try moving to another lot, and try testing to see if the paying of the bills works correctly there. Or moving back straight away to the original lot may help with the issue.
