Police Don't Show Up to Make an (Burglar) Arrest

I am not certain if this is a bug, or if I am doing something wrong. Robin Banks is my save's default burglar, which is what I wanted. However, the cops never show up. Not immediately, not the follo...

Hello!

I've tried both. I've called the police through the phone menu and by selecting the option on the burglar. (And with multiple burglars - not just Robin)

I've also utilized both the Alertz alarm without and with the Police Link upgrade. No police. I even  have a level 10 Detective in my save. No one ever shows up. Goodness, Agnes Crumplebottom caught the culprit sooner - and proceeded to pummel her with her purse until she ran away!
