Ravenwood Graveyard NPCs wearing Paint Stained Clothes, and other Issues

The only one I can help with are the NPC sims you are seeing dressed as in your pics.  Those sims have been around for as long as I have played the game, which goes back 10+ years.  They hang out in parks normally and I think were meant to represent homeless sims living in a park environment.  They always wear that clothing.
