I can see and click on the icon for it, got the first free item ...but when I hit quests I cannot click on the box...at all. I have updated, repaired, tried removing all mods, recovering a save.....nothing has worked.

You shouldn't need to click on that box. The tasks should automatically pop-up in the game.
There should be a pop-up box in live mode. Make sure you unpause the game. Click on and then the tasks appear.
I know that's how they used to do but they aren't so far. I'll try repairing again I guess. I thought maybe they had changed it or I am missing something.
Repaired again but still won't pop up. Should I try a reinstall?
That box isn't supposed to be clickable. Did you click the symbol in the corner in game?

Even with a new Sim in a new save ? It doesn't really need to be a kid either. I personally have a separate save just for the events and forgot to save after doing the first tasks so I did week two with my regular Sim with no issues.

Unfortunately I don't have any good solution for that other issue but could you post your Computer's DxDiag?
- Press Windows-Key + R
- Type: DxDiag
- Click on Save all Information.
- Attach the Text File to your post
