I tried but then after when the sim when whit a other sims he was not able to other stuff whit other sims it was still saying you need to confess

I said above that the game's definition of cheating "is just..."
Let me be more specific.
Your Sims consider their spouse not "rejecting" someone who flirted with them to be an offense equal to walking in on their spouse woohooing with another.

There's a tweet from a modder here that suggests that suggests that this behavior might be partly because there is no individual Sim context in a group conversation, just a group context. So, to use their example, if Bella and Mortimer are having a flirty conversation and someone joins them, Bella and Morty don't know who it is they feel flirty towards. They speculate that this is why the "awkward conversation" thing happens.
