I'm having this issue, too. I'm trying to renovate Tidal Towers in Britechester. It won't let me add a wall in the bathroom.

Yes. I have freebuild and moo enabled, but I can't add any walls to reshape rooms.

The dorms seem to have the same issue and give this message when it's happening.
