@StuStuieSo I have completely deactivated Neighbourhood stories, yet my sims are still move households in vacant lots and getting married and procreating like crazy. How can I fix this?

You should probably turn Neighborhood Stories on in the Game Settings, then go to Manage Worlds and set all of the individual options off for both played and unplayed households. Also, make sure that you don't have any mods that would cause the same or similar actions.
