Repairmen have no preservation for their lives/repair stuff in harsh conditions

How often does the bug occur? Often (50% - 99%)

What expansions, game packs, and stuff packs do you have installed? All the expansions
Steps: How can we find the bug ourselves? Have the repairmen repair solar panels during rain, snow, or any other harsh weather.
What happens when the bug occurs? the repairsim seems to have no preservation for themselves and will repair the solar panel, they end up dying via electrocution, and i'm unsure weither or not its because the harsh conditions or if they have low handiness. I'm leaning more to the fact that they are repairing something durring a harsh weather condition.
What do you expect to see? I expected that the repairsim would ignore anything outside (a sort of failsafe) so that they wouldn't kill themselves.

Let me start by stating that i'm not sure if this is a bug, it could just be an undersight in how repairsims are programmed but it's a problem none the less.

For one thing, This has happened three times, i've genuinely accumulated a graveyard of electrified repairmen, and while it is nice to have a random ghost sim walk in and start cleaning my sims dishes, id rather not start have bodies piling up at my house.
