Hi guy's, My sims is in the noble career as a Margravine.  She has the task to Promise Noble Inheritance Title to family member.  I wan't to give it to her first born son who is a child but I can't ...

That interaction requires that the target be a Noble, so short answer is you can't until they're a Teen and can join the Noble career.

Also being unable to complete it will not block promotion, as it falls under the "Duties" section which changes each day.
