Shelf stuck at the bottom of the wall

I went into build mode today and tried to purchase a shelf-- pretty standard.  Only issue is that the shelf will only snap to the bottom of the wall.  I've tried turning move objects on, tried variations of the control that will manually move it up and down the wall (9, CTRL+9, SHIFT+9, CTRL+SHIFT+9) and that sucker WILL. NOT. BUDGE.  Anyone have any ideas?

    Have you tried going into build mode and deleting that section of wall? That might get rid of it, and then you can try placing it again, but if that happens again, maybe delete the wall again and find a different shelf to use. Was the shelf CC? Might be broken.
