Sims 4 not allowing me to play once house is selected for move in!!

I'll start with i play with mods and cc. 

I will create a new sim and go to the world menu open the cheat task bar, enable cheats and use the free real estate cheat, then select my house as normal. After i select the lot i want to live on i hit the move in button this prompts the loading screen, then I'm kicked right back to the world menu. i click back on the world i first chose and the house i selected. it shows my sim at the lot. when i click the lot and then the play button it kicks me back to the world menu again. this is really frustrating me. This is the second sim in a row this has happened with. i have closed out the game restarted my computer, l double checked i wasn't missing any updates computer or game wise. and restarted the game.. this did not work

please someone help!! i really don't want to have to uninstall the game and all my packs to reinstall. 

any one have this happen or have any suggestions?
