Sims just...not doing what you tell them to do

Do you play with mods or custom content, and does it help to remove them?  You don't need to save your progress; this is just for testing.

Does this happen in a new save in one of the base game worlds?  Please try it if you haven't already.

For reference, please also run a dxdiag and attach it to a post.
