Small Business won't Open and Can't Buy Small Venue.

I changed a retail lot to a small business venue and it won't let me buy it. Then I tried saving it to the gallery, placing it on a different lot as a small business venue and it worked on the other ...

I think if you make it residential first, then move ur sim to that lot and use the phone, you can make it a small business venue.
