So how will this new upcoming pack work with these outdoor living spaces with open areas when it comes to snow and rain? Freeze to death? Everything rained on?

But if you want to live outdoors full time, when it's a blizzard or a thunderstorm, you kind of can't it seems ?
Well, you wouldn't do that in real life, would you? However, if you really want to I suppose you could get a tent as a bare minimum and stay in it. There are plenty of choices for sims to shelter from the elements. I am not really sure what your issue is here.
