@AppleBlossom3 Using the super fertilizer didn't make it appear for me either but I'm pretty sure I never had it. Haven't been playing much though as things have been busy.
I tend to get these every other time I clean a Shed or a coop. Since I have 5 total I have a lot of those in my inventory. Luckily I can sell some of them.
