Taming of the Shoe Sign Doesn't Work

Okay, I've seen just one other of these, specifically saying Sims don't take their shoes off.  I don't want to say Me Too, because that person solved his own problem.  There was an option to point to a Sim and tell them to obey the rules of the house.  That option no longer exists.

They don't take them off consistently or correctly.  I set the sign to 'Remove Shoes Indoors' and Sims change to other shoes, not barefoot.  Sometimes socks if I set them for that Sim, but not all the time.  Sometimes they don't do anything, and will switch shoes sporadically.  If I set it to 'Wear Slippers Indoors' that doesn't work, either.  Sometimes they'll wear slippers, sometimes they won't take off their shoes at all, or they switch to shoes I don't even have the Sims wearing.

The only option that works is 'Allow Shoes Indoors'.  I also have a sign for every door on the lot.  Is that the problem perhaps?  Did I confuse the game?  I guess I could try removing all of them except one and see if they do it right.  But, I had these Sims in another house with only 1 sign and the same thing happened. They changed their shoes to something weird coming in the door, and I could never get them barefoot again.  I'm going to check something else, too, and see if that's the problem.  I'll report if it is.

This was after the last update.  Forgot how to check in Origin or inside the game, so I'll go to the executable.

It's version 1.71.86.1020, 2/1/2021, 64-bit version.  I have all expansions, stuff packs, and game packs.
