Have you had two sims in the household collect any cards? What I found was that if you have more than one sim collecting the cards in the same household, it is very difficult to tell which cards each sim has and doesn't have by looking at the collection. So, you have to look at what is in the sim's inventory. And once you have a card registered in the collection, it stays that way, even if you move out a sim that has the card but leave another sim in the household behind that doesn't have that card which is different from how other collections work. On top of that, the clues in the collection panel go away once you have a card, so it gets hard for later sims to build their own deck as the clues aren't there anymore. I ended up switching to another household so I could write down all the clues to find them for the second sim in that household who I had also building the deck.
Another thing I found is that if you are missing a card a certain sim collected and either lost or you deleted/sold it (I did that with the EL recycler and accidently recycled a card) you can click on the podium in any Ravenwood zone, and there is an option to get it back. I forget the exact wording atm but go to Ravenwood and try that. It might give you the card you are missing if the sim has already found it and lost it somehow.

Ahh yes I did have one sim start looking before I switch to another so that makes sense! Would be great if we could just merge the two collections!

Yeah, I agree with you but the way the collection is set up is for an individual sim so each sim can make their own deck. You can't move cards between sims, nor can you put them in a container like you can for other collectibles. And once you make the deck, you don't have the individual cards anymore.
