Hi, do you have any pets in the household? In our case, it was the household cat. Bills were sent to the cat and since it can't pay them, the utilities were cut.
Try relocating, adopting out, killing (i know, sad) or deleting your pets. Maybe this should help.

- @Louise250303 I didn't have to get rid of my cat, it's solved on its own. Right after my cat got the notification to pay the bills, it was back to normal again.
You may try sending your dog away and see if it works.
