The languages available are dependent on what region you've purchased your copy of the game from. If you've got the language-locked version, purchasing the Digital Deluxe upgrade won't change the available languages for you.
Instead, if you're looking to get different language options, you can try reaching out to the live support team to see if they can change the region version you currently have on your account.
