Unable to add fourth rental unit

I've created a lot of 4 houses and want to make each one a rentable unit. The issue I'm having is that whenever I click on any of the rooms in the fourth house and try to add unit, it assigns it to a previous unit rather than creating a new unit. I've never had this problem before! 

Anyone else had similar issues and know how to resolve? I don't have any mods
