Wandering Sims - No Actions Queued

I recently got back into playing, upon release of Businesses and Hobbies, made a household, and eventually had Zain Amri move in.

For some reason, they frequently stop whatever they are doing, and just... wander off through town with no destination.  They have no action queued, they just... wander.  I click the debug option which will stop them from doing this in the moment, but without fail, they always end up doing it again after awhile. 

My created sim does not do this, so I'm wondering if it's some glitch with this specific sim.

For reference, I have no script mods added to the game, only CC.
