How's that a bad thing? Despite what most marketers would want you to believe, you don't have to like, let alone buy, every pack.
Now, there are a few ideas I'd be very skeptical about it. First is anything inspired by reality or other franchises - those turned out to be massive failures before, right? (Katy Perry something in TS3, Batuu now)
Second, a gambling pack is a no-go for a Teen-rated game. This is just way too risky from a legal standpoint because they'd need to approach it in a way that wouldn't break gambling laws in ALL the countries the game is sold, more so with the 12+ age rating in mind. Not gonna happen when there are modders doing all kinds of 18+ stuff.
Then, there are things that are requested by different playerbase groups. I think an occult GP might be on the line for autumn (would be 2 years after RoM). Dragons... I am someone who likes dragons and elves in my books, but I doubt any of them would appear in TS4. Maybe I'll be surprised, but not expecting that, to be honest. Romance pack is also something I'd not see likely - it'd be tough to not cannibalize Romantic Garden SP in the CAS department. Likewise, Generations pack is something I don't consider likely, at least not as an EP, considering that Parenthood covered many aspects of that (and, for me, way better than the RNG fest TS3 Generations were).
Of the popular options, a farming EP could be coming sooner or later (and it'd be a decent fit for summer release), but some of the features people saw for it (OTG, mostly) were already covered at least somewhat. Sure, probably not in a way that'd rule it out completely, but there was a touch.
The latest non-occult GPs (Batuu, Strangerville) also tried a story-element, so this may be something to keep in mind - if there's something that may have a story aspect, it may be the Spring GP.
