I'm not sure what pack it came from (parenthood maybe) but I have the option when I have my child Sim click on another child Sim. I don't have mods I'm on console. So somewhere in there it's there lol.
It may be base game. Children can play together with the imagination animation stuff coming up. Perhaps that's what you mean?
