I found this old bug report for a similar issue, that was fixed in a patch recently. The advise is to create a new bug report, and be detailed about the issue.

I know the bug forum is ill-structured and that it is unclear from official sources how to report issues; but AHQ Bug section is where bug reports about gameplay is made.
