Cafe has teen neighborhood trait, but I've never a single teen there

Question

I have a cafe/bowling alley lot in Magnolia Promenade. I gave it the "teen neighborhood" trait, hoping to build some new friendships for the influx of teenagers my game got ([insert "they grow up so fast" joke). Unfortunately, aside from the sim I am controlling at that moment, I have yet to see a single teenager there. Just young adults-elders. Is it because it's Magnolia Promenade? Or is rng just failing me?

I think that trait make teens spawn in the neighborhood more often but it doesn't mean they will necessarily hang out in the lot. Which is a shame imo.

Technically the lot trait didn't lie when it says "Teen Neighborhood". It just means Teens are more likely to spawn in the neighborhood area (though I've not seen many teens spawn in the area with this lot trait) but not actually visit the venue, which makes it pointless for community venues.

I had a bowling alley/arcade in Magnolia Promenade with the Teen Hangout trait and a lot of teenaged sims showed up. Most of my sims' high school friends were there and they did go into the building to play video games and have drinks.

The same thing happened to an internet café with the same trait. Maybe I just got lucky?

I added the trait to my home lot for my teen to find friends. They show up....during the day, when my teen is at school. When my teen is home the only sims that wander round are elders, children and family members.
