Celebrity Tile

You have the tile in your inventory, right?

Go find an empty spot on Starlight Boulevard and choose to start a Ceremony.
After an amount of time, the game will say that enough Sims have arrived to watch, and after that message, you can click on the spot and choose to place your tile.

Though for the aspiration, it funnily enough doesn't have to be your own Tile.
For my Sim, I had just picked up Dirk Dreamer's Tile and placed it back, and it fulfilled the Aspiration goal, lol!

The ceremony isn't anything big and fancy. As previous poster mentioned a bunch of fans will gather around you once you start the ceremony and they'll cheer a bit and you can play the crowd afterwards. It's fun. This was mine:

I had no idea what to do, so I just plopped the tile on the ground and moved on with my everyday tasks. :P Thanks for the info, now I'll know what to do with my current sim. :)

My sim became a global superstar but he doesnt have the celebrity tile in his inventory

Try checking the household inventory and see if it may be there.

sadly not there but I did find a tombstone

@rosemow could I find one in the debug buy mode ?

There is a celebrity tile in debug mode @SheaDragon It is in the misc Decorations section

@Stutum you can pick up the tile again and return it to your inventory. It will then let you click on the empty tile spot to choose "Start ceremony."
