There is if you add one to a public lot :) I have a couple at an arts center.
It would be expensive to keep replacing it. And it would use too much energy to keep at no bills. I cannot pay the bills, so anytime I use enough utilities to get a bill, they get turned off and things get repossessed to pay the bills.
I honestly can't remember if they break or not. They wouldn't work off the grid anyhow though. Speaking of, how are you getting power bills if you're off the grid?
