We could, but I don't think it will do any good as I'm sure it was intentional on their part. CL is obviously not a very good pack. Yet sticking something as necessary to certain holidays as fireworks will make some people crack when they want it in Seasons.
They did this exact same thing with pumpkin carving. Pumpkin carving, another feature available in The Sims 3 Seasons alone, is only available in The Sims 4 through a Spooky stuff pack. =/

I'm not sure if your post was meant to be sarcasm. With text, it's often so hard to tell. :D
The entire TS4 run has been about creating packs that are closely interconnected, but never quite complete on their own. In order to get the full experience of anything, TS4 players will always need yet another pack.
For examples of this new marketing scheme see: Cats and Dogs, Seasons, City Living, Get to Work, Get Together, and Seasons. Not to mentions, the dozens of stuff packs -- Romantic Garden Stuff, Patio Stuff, Backyard Stuff and still not one farthing lounge chair to be found. Eventually, that might come in the Poolside Stuff pack. The floats might arrive in a Seaside Stuff pack.
When people in the past complained about lack of interconnectivity between packs, I don't think they were ever advocating going down this route of "You must buy this pack to get fireworks for Seasons". The kind of interconnectivity that people want is that if CL had its own kind of fireworks, those would also work with The Sims 4 Seasons holiday celebrations. But Seasons would still have its own kind of fireworks by default. This doesn't feel like interconnectivity, it feels like intentional spreading out of content that obviously goes with one theme and forcing people to buy each pack if they want it.
As it is right now, if you don't have CL, there are no fireworks, and fireworks don't appear as an option when creating an Independence day (or whatever you wish to call it) holiday or anything. You have to have CL for this basic feature of holidays that was present in The Sims 3 Seasons. The same goes for you have to buy a Stuff Pack if you want to carve pumpkins, although that was available in The Sims 3 Seasons by default.
The fact that those features pre-existent in other packs interconnect with Seasons should be a base expectation, it's nothing to praise them over.
