Sims can woohoo autonomously if the option is available (high enough romantic relationship) so I don't see why they couldn't as roommates unless they have no access to woohoo spots (say locked out of each others rooms, no closet or other location).
Pregnancy is a different matter. Sim's can't autonomously Try for Baby in a vanilla game. If you have any kind of risky woohoo mod, or allow autonomous Try for Baby, then it could happen.
I suppose NPC roommates could get abducted by aliens too, and come back pregnant that way.
My Simself and his wife have been married three Sim years and i’ve seen them WooHoo with out my direction!
But have the had/try for baby that way? or just normal woohoo?
They’ve had six kids through the ‘try for baby’ option. The last two were actually conceived via the deciding to have a baby chance card where the mother of her eldest son rang him up and asked him whether she should have another child and when I clicked yes she had another set of twins.
So just to clarify they haven't had a baby by themselves correct? Like you had to directly involve yourself and direct them to right? (why does that sound weird lol...)

That’s right, no babies by themselves yet. Only when i’ve clicked on try for baby.
