I dont have an answer, but I am finding this too. It just looks like the screen is flashing and it's really distracting and annoying. I'm aiming to just keep my lots in neutral from now on.
Ive been trying that as well. but it seems like if your sims have even a small garden the whole neighborhood goes green. I have one house that is in a neighborhood that has only two lots, I've made many walls and floors eco-industrial, run a fireplace constantly, no eco friendly anything in the house, but heaven forbid they grow their own potion making supplies! the garden only has 11 plants total, and the whole neighborhood goes green. I even tried leaving the game, reloading it from earlier that day when it was neutral, turned off the eco effects. all that did was turn off the eco status bar...I later got a notice that the eco footprint was green, and those miserable sunrays came back. I had to finally move my sim to a different neighborhood.
