You need to use these cheats on these sims:
traits.equip_trait trait_isGardener_Service
careers.add_career career_Adult_NPC_Gardener_ServiceRemember, playing with the sim again will remove their role.
Template:
New sims generated for this role always have Gardening skill on level 10.
They are also never Neat and always have this trait: trait_isGardener_Service.
