Finding Freddy

OK. My sim has been hanging around the playground one now which is where Weeping Alice said he hangs out but I have yet to find him. The playground in Whispering Glen correct?

Crow's Crossing, actually.  He's one of the Specters floating around the playground equipment in the town square.
