I have been having a similar problem which I think is for the same reason. My sims in played (but not active) households, when left alone, have been changing into random outfits which do not appear as their everyday/formal/party etc.... outfits and it was driving me crazy. You can create 5 outfits for each outfit category and it turns out that unplayed sims will autonomously change to the other 4 outfits - if you have not made them 5 outfits for their everyday wear for example, the game will randomly generate an outfit. I only make one outfit per category for my sims and so the game has been changing them into random outfits other than the everydaywear I made for them. If I wanted to stop this, I guess I’d have to make them 5 everydaywear outfits, 5 formalwear outfits etc. But, who has time for that? I suspect it’s the same with your townies. Or of course, it could be situational outfits, but for my sims that has not been the case.
I've never seen this before. The only way I know of for sims to obtain additional outfits on their own is via autonomous purchases from retail shops. I suppose I may not have seen it because I don't really visit the retail lots in my game.
In any case, it's probably a separate issue from the situation outfits.
