Your main goal is to get a new case - get the suspect - and close the case. The rest is not important. To get a promotion faster - just get a case and try to work on it for 2 days. For example on 1st day go to crime scene - take pictures, collect evidence, witness statements then come back to the police station and try to get 6 clues on your map. This should take 4-5 work hours. The rest of your day you can exercise, make friends, hang out. Even if your daily task will say to visit the crime scene once again - don't - it's waist of time - just make sure you have 2-3 witness statements, couple pictures, and 2-3 samples from the 1st crime scene - that should be enough to get 6 clues. 2nd day issue APB - arrest the suspect - interrogate him/her. Case is closed and you still have time to hang out at your work, chat with co-workers, and have fun. like that your sim can get promoted fast with less stress and without following daily tasks
