When my cat ran away, the household was home and I posted an alert ASAP. The next sim day, my sim goes to her vet clinic then takes the family to a friends house. When they return home, the run away cat was at the playground, I called her over and she came in the house, but her portrait is still gray.
I dont know why you couldn't post an alert though... If you click the phone, it should be the very first tab, and listed at the top... Where "call sadness hotline" usually is when your sims are sad.
