Help im looking for an in game item!?

hello, im looking for the "British style street name sign" and i cant find it anywhere, im pretty sure it exists, and im sure ive used it before.
anyone know how to find it please?

    It shows how to access the hidden build items from various packs. The Cottage Life one has some fairly good "British" stuff in it.
