How Do I Paint a Mural in The Sims 4 City Living?

Yes. You need the mural object that the delightful @rosemow posted in her comment to paint murals, which come with CL. There are several different murals that can be painted depending on your Painting skill. (I tend to place them in other parts of my worlds too just so I have plenty available -- if you place them in other places Sims will create murals autonomously so it adds to the world decor.
