I tried that earlier today and it seems like it only works for items and not clothes.- I don't know if there's a cheat to unlock all career outfits, but there is a work-around.
If you know the career outfit you want (for example, the uniforms for Detectives... then you can type in Careers.promote Detective after you enable cheats (testingcheats true).
Keep putting this Careers.promote Detective over and over until you have basically unlocked every promotion level. For example, level 4 of the Detective career unlocks new clothes. So when you go into CAS, you'll see it if you filter for it.
There's a list somewhere of all the career names. A lot are easy to guess if you don't have the list, like Athletics, Doctor, etc... Just replace these over Detective.
Hope this helps. :) - I have a sim in detective career, and I've unlocked the outfit a while ago. Well, now she's a Colonel and the outfits disappeared. Seriously, I can't find that outfit anywhere on CAS. Thing is that I moved her to her own household, I wonder if the unlock stayed with the previous household (old room mate is a scientist).

If you add that sim to your household, it unlocks all the outfits and then you can delete the sim (or edit them to your own design). If you save a household with the unlocked outfits, the original creator will get credit. I find adding a maid in the maids outfit works for me.
There are still so many hidden clothes that exist within the game that I have yet to find, like the insane park-sleeper dirty tee and those really weird steampunk goggles I always wanted to know where they were from. I'm pretty sure that still won't allow you to choose any outfit in existence in the game, just to be able to edit anything else but adding unattainable outfits.
