I don't know if there's a cheat to unlock all career outfits, but there is a work-around.
If you know the career outfit you want (for example, the uniforms for Detectives... then you can type in Careers.promote Detective after you enable cheats (testingcheats true).
Keep putting this Careers.promote Detective over and over until you have basically unlocked every promotion level. For example, level 4 of the Detective career unlocks new clothes. So when you go into CAS, you'll see it if you filter for it.
There's a list somewhere of all the career names. A lot are easy to guess if you don't have the list, like Athletics, Doctor, etc... Just replace these over Detective.
