How do you interact with celebrities? "Attempt Introduction" Failures

There’s a perk that allows you to become friends with celebrities, that was the only way I was Able to talk with them. My lvl 10 charisma sim was failing the attempt introduction as well. I guess only same level famous sims can do it, or it’s just pure luck
