I think I understand why there's a welcome party

Obviously, this isn't something that is common in today's society.  Most of the time we don't even know who our neighbors are, or even if they exist.  We do everything we can to avoid the neighbors.

Gladys Kravitz

Well, I was building a house today, and I thought about Gladys Kravits, from Bewitched, and the pilot episode of the show. 
In it, for those who are not familiar, Samantha and her mother Endora, visit the potential Stevens house.  It is a nice home, and spacious, but the outside of it is lackluster.  There's no trees or anything.  Well, Samantha and Endora, brainstormed to try and make the outside look more appealing by using their witchcraft.  While they are doing this, Gladys Kravits, from across the street is looking outside and sees trees appear, plants, awnings, etc.  She tries to get her husband to look but he's too engrossed in his paper to care.  Then, she looks back and the trees, plants and awnings are gone.

If you were a sim, and you were cooking, looked out your window and there was an empty lot, turned

 to do something and turned back around and there was a fully formed house with trees, people, and a full garden; wouldn't you want to see what was going on?  So under the guise of a "Welcome Party" you and your neighbors visit to "welcome" the new neighbors.
