Really? I'm not sure I remember hearing of that one. That would be a neat option to have; well, as long as it's not just for child sims to use if their parent/s die. I'll have to keep an eye out for that choice.
Can't remember all the details but I believe it's an option your adult (non-parent) sim can do via their phone's "home" button with a child in the same household.

djsboonieGameGirl2168aAdopting as a caregiver doesn't change the relationship as far as I know. It is not a way to official adopt. To use adopt as caregiver they dont even have to be part of the same household. I think it just gives your sim more care related activities when interacting with the child
LunarLiteratiI haven't heard of the option to adopt a specific child. So I don't think we can. Though I dont have life and death.
