Just did a quick experiment, and a taken-away baby got moved into its own not-in-world household in the "other households" tab of Manage Households.
Not 100% sure it'll be the same for you since I do use MCCC, I just don't currently have it set to Adopt Neglected Child.
The new household doesn't have a name or image, it's just blank. I had to give the household a name to get into "transfer sims between households" to check to see that it is the taken baby.
Oooh, I have to see this. I think it's in vanilla game because same thing happen to pets to are given away and I use no mods or CC.
I'll do this experiment tomorrow because I have to go to sleep soon. I'll post the results in this post.

The new feature allows sims who get culled stay in the family tree. The reason is that earlier, sims who got culled also got deleted from family tree, and most of the time the sim was dead. However, pets who get taken away don't get deleted. Instead they are in Not in the World household with the risk of getting culled and can be adopted by other families.
Tell me how the baby got taken away? I know it was because the baby was hungry, but what happened? I wonder that because a person comes to take pets away. Does the baby still whisk away?
