Hi @Lenny_Ogg you received basically this advice already but here is a step by step:
1. Turn off NPC voting in the Game Options. This prevents new NAPs from being enacted unless your played sims vote on some.
2. testingcheats on, shift-click the voting board, instant repeal each of the existing NAPs
3. if desired, shift-click the voting board to enact any NAPs you want, or not if you don't want any NAPs
Repeat steps 2 and 3 for every neighborhood you want to adjust. For neighborhoods that don't have voting boards, place one from debug, do the steps, then delete the board.
