Is there a way to turn off those annoying NAPs?

They do all happen at the same time, but no new ones are voted when voting is turned off in setting.
The toggles does work, but it's a pain in the behind to get rid of all of the already active NAPs. I admit that in one of my saves, I simply used my napoverhaul mod instead of going through the trouble of repealing all of the NAPs. It makes them much more subtle and nerfs behaviour like baking white cakes, wearing bags, stealing and the like.
